Uddhava said:
"O damsels of Vraja (gopis), who are lost in separation, even great yogis are not able to follow your path. They meditate on the Supreme Person’s human-like form, but that Supreme Person, who is very difficult to attain, meditates on you. Who can describe your rare good fortune!"
(Sri Padyavali 351)
Also:
"Lord Madhava would rise during the brahma-muhurta period and touch water. With a clear mind He would then meditate upon Himself, the single, self-luminous, unequaled and infallible Supreme Truth, known as Brahman, who by His very nature ever dispels all contamination, and who through His personal energies, which cause the creation and destruction of this universe, manifests His own pure and blissful existence."
(SB 10.70.4-5)
When Srimad Bhagavatam says that Krsna meditates on Himself, it does not mean that He meditates on Him alone. But He meditates on Him along with His associates and pastimes (Lilas).
Yes, He meditates on the Gopis along with Him in their pastimes.
There is no contradiction between the Bhagavatam and Sri Padyavali.
When the Bhagavatam says that He meditates on Himself, we must understand that He meditates on Him along with His associates and pastimes.
