Misuse
It has been argued here that a Jīva falls from the spiritual world not because there is Māyā there, but because the Jīva uses free will.
But Śrīla Prabhupāda explains that misusing free will is Māyā in itself.
"This misuse of independence, which is called Māyā, is always available, otherwise there would be no independence."
(Śrīla Prabhupāda - SB 3.31.15)
Here Śrīla Prabhupāda clearly says that misuse of independence is Māyā.
But there is no Māyā in the spiritual world, na yatra māyā (2.9.10).
That means there is no misuse of independence in the spiritual world.
Conclusion. The Jīva does not misuse free will in the spiritual world, because this is Māyā. There is no Māyā in the spiritual world. The Jīva does not fall from the spiritual world.
Cruel
Those who advocate the fall of the Jīva argue that if it were not so, this would not be morally acceptable. Kṛṣṇa would be cruel and a tyrant in allowing the Jīvas to always be conditioned.
They argue that if the Jīva chooses to distance from Kṛṣṇa in the spiritual world, the responsibility for suffering is the bad choice and not Kṛṣṇa's.
However, Kṛṣṇa as Paramātmā is within the heart of every living entity accompanying it on its conditioned path. Kṛṣṇa is present through Paramātmā, through Śāstra, through Avatāras, through devotees, etc. Based on this, Kṛṣṇa cannot be accused of cruelty and tyranny.
If so, then we would also have to classify Kṛṣṇa as a tyrant and cruel for manifesting different categories of living entities.
Why does He manifest living entities that will misuse free will? Why doesn't He manifest all of Cit Śakti?
We are not in the same position as Lalitā, Yaśodā, Nanda, Subala, etc. Eternal associates of Kṛṣṇa.
All the argument here is that Kṛṣṇa would be sadistic in manifesting different categories of living entities. Some are Their eternal associates (Pāriṣada) and others (us) who are always conditioned.
Kṛṣṇa is never sadistic. He is always with the Jīva to help and guide. With the Mahā Mantra, Śāstras, Sādhus, Guru, Dhāma, Deities, Caitya Guru, etc.
We Jīvas are the product of Jīva Śakti and the eternal associates (Pāriṣada) are products of Cit Śakti.
Cit Śakti is composed of Rādhā Kṛṣṇa's eternal associates. The 4 types of Sakhīs are a manifestation (Kāya-vyūha) of Śrī Rādhā who is the embodiment of Cit Śakti.
mātā, pitā, sthāna, gṛha, śayyāsana āra
e-saba kṛṣṇera śuddha-sattvera vikāra
"Kṛṣṇa’s mother, father, abode, house, bedding, seats and so on are all transformations of śuddha-sattva." (CC Adi 4.65)
Goloka residents manifest themselves from Balarāma.
The residents of Vaikuṇṭha manifest themselves from Saṅkarṣaṇa.
And the residents of this material world, the conditioned Jīvas (us), manifest themselves from Mahā Viṣṇu (the source of Jīva Śakti).
