When we say that Ajata Ruci Raganugas (and also Jata Ruci Raganugas) follow rules (Vaidhi), this does not mean that they follow Vaidhi Bhakti.

When both kinds of devotees, the one yearning for ancient lobha, the other for modern lobha, hear how to acquire the devotional mellows possessed by Krsna's eternal associates, or nitya parikara, they seek guidance from the proper scriptures. This is because the authorized method for attaining bhava is delineated in scriptural injunctions and purports; no other sources for receiving this information are indicated anywhere.
The following analogy illustrates this point: A person becomes greedy for milk and its products, but first he must want to know how to procure milk. He then has to seek advice from a trustworthy person conversant with the subject who will tell him how to purchase a cow and how to take care of her properly. In other words, knowledge on a subject cannot be simply invented-proper guidance is necessary. RVC
ajata-tadrisa-rucina tu sad-viseshadara-matradrita raganugapi vaidhi-samvalitaivanushtheya |
tatha loka-samgrahartham pratishthitena jata-tadrisa-rucina ca |

“Those in whom such taste (ruci) has not awakened, but who have a special interest for it, should engage in a mixture of raganuga and vaidhi. For the sake of establishing an example for the people of the world, the one in whom such ruci has awakened will do the same. Therefore, as appropriate, raganuga should be performed together with vaidhi.”

Even at the beginning is already set if he/she follows Vaidhi (Vaikuntha) or Raganuga (Vraja).
The devotee begins to practice Raganuga Sadhana (when Lobha awakens) in Bhajana Kriya after Diksa. He begins to meditate on his Siddha Deha (which was informed by the Guru), but still do not have much taste and therefore he is an Ajata Ruci Raganuga and follow rules (Vaidhi) that are favorable to his practice of Raganuga.
In the stage of Ruci (here referring to stage), when the taste intensifies he becomes Jata Ruci Raganuga.
And when he reaches Bhava, begins Raganuga Bhava Bhakti.
