When it says RAGANUGA BHAKTA does not follow all the regulative principles, it just means that he/she does not perform elaborate Nyasa, Mudras and Pranayama. The rest follows all.
Externally, a Vaidhi Bhakta is like a Raganuga Bhakta. Both wake up to Mangala grin emoticon
Both distribute books, Prasadam and do Harinama.
The difference between them is internal.
While the Vaidhi Bhakta performs service as a matter of duty or because the Sastras recommend, with a very general idea about God, the Raganuga Bhakta performs service cultivating a specific Rasa after hearing the 9 cantos of the Bhagavatam, the pastimes of the Lord in 10º canto and to contemplate His beautiful form (principles of Vaidhi).
"The mood of surrender during the stage of vaidhi-bhakti is different from that in the stage of rāgānuga-bhakti."
