It never hurts to point out that to enter the 10th canto of the Bhagavatam and RASA SASTRAS we need to go through the previous 9 cantos. Or at least simultaneously.
"...Some of them think that to hear about the pastimes of the Lord means to hear about His activities with the gopīs or about His pastimes like lifting the Govardhana Hill, and they have nothing to do with the Lord’s plenary expansions as the puruṣāvatāras and Their pastimes of the creation, maintenance or annihilation of the material worlds. But a pure devotee knows that there is no difference between the pastimes of the Lord, either in rāsa-līlā or in creation, maintenance or destruction of the material world.
... In the Śrīmad-Bhāgavatam, the science of God, the first nine cantos prepare the ground for hearing the Tenth Canto.
... A PURE DEVOTEE of the Lord, therefore, must BEGIN READING or hearing Śrīmad-Bhāgavatam from the very beginning, and not from the Tenth Canto." (Srila Prabhupada - SB 2.7.53)
Something very interesting here is that Prabhupada says that a "pure devotee" should start reading from the first canto. It is clear that the definition of pure devotee of Prabhupada, at least on this quote has nothing to do with being "pure" in the sense of not having any more contamination. "Pure" here is in the sense that the devotee simply accept the process of Krsna Consciousness. And he often said so.
Therefore, regarding the Tattva Vicara there is no difference between the pastimes of creation, maintenance and destruction and the pastimes of Vraja. The difference is when we consider (Vicara) Rasa. And then, according to Rasa Vicara there is difference.
We must first go through all the Tattvas of Bhakti to reach Rasa Vicara.
"When this verse was recited by Rāmānanda Rāya, immediately Caitanya Mahāprabhu said, eho haya: "Yes, this is the system." Eho haya, āge kaha āra. Then further development. Then further development: śānta-rasa, dāsya-rasa, sakhya-rasa, and vātsalya-rasa... That is rasa-vicāra. That is... When one has stepped into this Vaikuṇṭha platform, then the rasa-vicāra, not before that."

CC Ādi 4.231 — All these conclusions are unfit to disclose in public. But if they are not disclosed, no one will understand them.
CC Ādi 4.232 — Therefore I shall mention them, revealing only their essence, so that loving devotees will understand them but fools will not.
CC Ādi 4.233 — Anyone who has captured Lord Caitanya Mahāprabhu and Lord Nityānanda Prabhu in his heart will become blissful by hearing all these transcendental conclusions.
CC Ādi 4.234 — All these conclusions are like the newly grown twigs of a mango tree; they are always pleasing to the devotees, who in this way resemble cuckoo birds.
CC Ādi 4.235 — The camellike nondevotees cannot enter into these topics. Therefore there is special jubilation in my heart.
CC Ādi 4.236 — For fear of them I do not wish to speak, but if they do not understand, then what can be happier in all the three worlds?
CC Ādi 4.237 — Therefore after offering obeisances to the devotees, for their satisfaction I shall speak without hesitating.
Therefore Rasa Vicara should be discussed only among devotees. The materialists do not understand any of this.
